Developmental Disabilities Public Safety Specialist

Vermont’s Department of Disabilities, Aging, and Independent Living has a new position for a Public Safety Specialist who will be responsible for oversight and coordination of supports and services to offenders with developmental disabilities and for victim and community notification for offenders who pose a risk to public safety. Vermont has a nationally-recognized system of individualized community-based treatment and supports for offenders with developmental disabilities. As the system grows, we have recognized the need for more expertise and attention to community safety and community notification.

Responsibilities of the Position

  • Consulting with courts, lawyers, developmental services agencies and therapists to formulate treatment , supervision, and community notification recommendations
  • For selected individuals, making monthly home visits to assure safety, treatment, and monitoring plans are current and effective
  • Development and oversight of a 5- or 6-person secure residential treatment program for sex offenders with developmental disabilities
  • Development of additional community capacity to provide capable community supervision programs for offenders with developmental disabilities, traumatic brain injury, and age-related disabilities
  • Convening and coordinating the Sex Offender Review Committee for designation of High Risk Sex Offenders with Developmental Disabilities and. implementing Community Notification Plans for High Risk Offenders
  • Coordinating admission to and discharge from the state's crisis and respite beds for sex offenders with developmental disabilities
  • Developing and implementing plans to use new technologies to improve public safety, such as GPS monitoring, tracking devices, alarm systems, etc.
  • Liaison with Department of Corrections staff for incarcerated individuals with developmental disabilities or other long-term disabilities and for individuals under Correctional supervision who receive developmental services funding
  • Identifying and promulgating information about best practices in public safety protection for offenders with developmental disabilities
  • Coordinating bi-annual data collection activities on offenders with developmental disabilities
